The Portuguese midfielder joined the Foxes from Sporting CP last January for a fee of £22 million but failed to have the desired impact at the King Power Stadium.
Silva links up with former Sporting boss Leonardo Jardim at Monaco after he returned to his managerial role at the French side, replacing Thierry Henry.
The 29-year-old is seeking more first-team opportunities after being frozen out by Claude Puel and will be hoping to help steer Monaco away from trouble in Ligue 1.
The former Champions League semi-finalists are struggling in the relegation zone after an underwhelming season so far, with Jardim and now Silva hoping to change their fortunes.
The swap deal will see Monaco star Youri Tielemans move the other way to join Leicester on loan until the end of the season, with Sky Sports reporting that he has passed his medical at the club.
